Willy Innocent Twishime

Willy Innocent Twishime is a seasoned public finance management (PFM) expert with over two decades of extensive experience in financial management, capacity building, strategic advisory services, and governance reforms. Currently serving as the Director of Education Development Services at the Institute of Certified Public Accountants of Rwanda (ICPAR), Willy is at the forefront of transforming professional education in public finance, including the successful development and delivery of a Certified PFM program in partnership with CIPFA-UK. He also leads initiatives to strengthen the capacity of finance professionals through curriculum development, certification programs, and stakeholder partnerships.

Willy holds an MBA in Finance from Daystar University and is pursuing a PhD in Finance at Strathmore University, Kenya. He is also a qualified ACCA member and a Certified Public Accountant, demonstrating his commitment to professional excellence that brings a robust academic and professional background to his work. Over the years, he has served in various influential roles, including strategic advisor, lecturer, and consultant, impacting public financial systems across Rwanda and the East African region.

Throughout his career, Willy has provided consultancy services on PFM reforms, such as the development of staff induction training materials and governance frameworks for State-Owned Enterprises (SOEs) and supporting capacity building projects for governments and privates’ institutions, including GIZ and World Bank-funded initiatives.

Willy’s strategic leadership and commitment to fiscal transparency, accountability, and his ability to collaborate across diverse cultural and professional environments align with ICGFM’s mission to enhance PFM globally.
