Norton Francis is a consultant specializing in state and local tax policy, economic development, legislative analysis, and revenue forecasting. With over 25 years of experience, he has held senior roles in private consulting, research, and government, managing teams of economists, forecasting revenues, and advising on legislative and budget analysis. His research and analysis has included all 50 states, the District of Columbia, Puerto Rico and many major cities with a focus on tax and budget policy and outcomes. He is the author of a chapter on revenue estimation in the Oxford Handbook of State and Local Government Finance and has presented numerous times to the annual Federation of Tax Administrators Revenue Estimating Conference. He has most recently consulted with the New Mexico Legislative Finance Committee, analyzing tax related legislation during the state's 2026 legislative session.
