Marcel Mukeshimana 

 
 
Marcel Mukeshimana is a seasoned Public Finance Management (PFM) expert and the immediate past Accountant General of Government of Rwanda, with 17 years of experience in PFM within the Ministry of Finance and Economic Planning. He played a pivotal role in implementing key reforms, including transitioning Rwanda to IPSAS accrual-based accounting, imp[lamentation of the Integrated Financial Management Information System (IFMIS), professionalization of accounting and auditing staff and strengthening the governance of state-owned enterprises.
Marcel is a holder of Bachelor degree in Accounting Sciences, Master degree in Finance and Control and he is a Fellow Chartered and Certified Accountant; Chartered Public Finance Accountant and he is a member of Association of Chartered and Certified Accountants (ACCA); Chartered Institute of Public Finance and Accountancy (CIPFA); Institute of Certified Public Accountants of Rwanda (ICPAR);

Locally, Marcel served different boards of directors including being the current acting Chairperson of the Board of Directors for Rwanda Social Security Board whereas at international front, Marcel is a member of International Monetary Fund (IMF) Advisory Committee on Government Finance Statistics and he served as chairperson of Interim Oversight Board for African Professionalization Initiative; member of Executive Committee of African Association of Accountants General
