Mr. Wynnycky is the Associate Director, Budget and Financial Accountability for the U.S. Treasury Office of Technical Assistance (OTA). In this position, he manages a program that provides technical assistance to a wide range of countries focused on strengthening the effectiveness of ministries of finance, the credibility of budget decisions, and the management of government financial resources. Prior to joining OTA, Mr. Wynnycky served as a Director with Millennium Challenge Corporation (MCC), a U.S. foreign assistance agency facilitating economic growth in developing countries. In that role, he oversaw financial management and human resource policy and practice for several programs in Africa, Asia, and Europe. He also led the agency’s public financial management (PFM) community of practice. Prior to MCC, Mr. Wynnycky worked as a financial management specialist and policy advisor for the U.S. Agency for International Development (USAID) where he extensively led PFM risk assessments, collaborated with foreign governments, and worked with bilateral and multilateral partners, including a Public Expenditure and Financial Accountability (PEFA) assessment in Ukraine with the World Bank, EU, and others. His other previous experiences include work with Deloitte Consulting, Freddie Mac, Star Alliance, and the Pennsylvania Department of Revenue. Mr. Wynnycky continues to serve in the military as a colonel in the U.S. Army Reserve. Mr. Wynnycky holds a Master of Business Administration and Master of International Business from the University of Pittsburgh, a Master of Strategic Studies from the US Army War College, a Bachelor of Science in Accounting from Penn State University, and a Graduate Certificate in European and Eurasian Studies from George Washington University. He is a Certified Government Financial Manager (CGFM), Project Management Professional (PMP), and speaks Ukrainian. Mr. Wynnycky and his daughter live in Arlington, Virginia.
