John ThissenVice-President for Programs, ICGFM; Senior Director, Public Financial Management, Economics Growth and Trade, Chemonics International John Thissen is Senior Director of Public Financial Management within the Economics, Growth, and Trade Practice at Chemonics International. He has served on the ICGFM Board of Directors since 2015 and has been a member of the ICGFM executive team since 2019. Mr. Thissen began his professional career supporting US state governments and territories to develop and apply microsimulation techniques to address the sub-national revenue implications of the Tax Reform Act of 1986. His first overseas assignment was to serve as resident tax adviser with the USAID Fiscal Reform Project in the Russian Federation in 1994. Since that time, he has served as resident adviser to the governments of Armenia, Kyrgyzstan, Serbia, and Ukraine, and has provided short-term technical assistance to over 30 countries to develop the capacity to promote and establish PFM best practice. Mr. Thissen currently provides strategic guidance and oversight to the Chemonics’ PFM project portfolio. He holds a PhD in Economics with a specialization in Public Finance from The University of Kansas.
