Shri Shyam S. Dubey, Controller General of Accounts, is the Apex Accounting Authority and Principal Advisor on accounting matters to the Government of India. From the 1989 batch of Indian Civil Accounts Service, having 35 years of rich & varied experience in the areas of Public Financial Management, Programme and Project Management, Accounting, Internal & Risk Based Audit, Budgeting, Public Expenditure Management and Procurement.

Responsible for administering an effective, credible and responsive system for budgeting, payment and accounting in around 70 Civil Ministries / Departments of Government of India and for Public Financial Management System (PFMS) with overall responsibility for design, development and implementation of PFMS, which is a web based state of art IT platform of end to end digitalization for facilitating payments and exchequer control, Direct Benefit Transfer, Accounting of Receipts, compilation of Accounts, preparation of Financial Reports, Monitoring the Funds Flow Mechanism and providing MIS and decision support system.

Served as Chief Controller of Accounts in various Ministries / Departments & also served as Joint Secretary & Financial Advisor to Ministry of Housing & Urban Affairs and Ministry of Development of North Eastern Region.  He also supervised Government of India’s largest welfare program, Targeted Public Distribution System.

He also has international experience of five years in United Nations, as Head of Procurement and Logistics, United Nations World Food Programme, New Delhi.
