Niaz Shinwari is a PFM Economist with over 15 years of experience working in several developing countries. He currently serves as Chief of Party (COP) for a USAID funded Technical Assistance Program for Economic Growth (TAP EG) where he has been leading the implementation of USAID funded activities in several countries. He is passionate about macro-fiscal management, fiscal sustainability, economic growth, private sector development and fiscal transparency. He has a Masters in International Development Policy from Duke University and specialized in public finance management.

Mr. Shinwari is a dynamic Public Financial Management (PFM) Economist with over 15 years’ experience working on various PFM and economic growth issues in developing countries. He currently serves as the as Chief of Party (COP) for a USAID funded Technical Assistance Program for Economic Growth (TAP EG) at the International Development Group (IDG). A visionary force, he specializes in macro-fiscal management, fiscal policy, public budgeting, fiscal transparency, economic growth and private sector development.
During his career, Mr. Shinwari has conducted impactful PFM assessments and designed and implemented several PFM interventions for projects funded by USAID, the State Department, FCDO, and the EU. In his prior role as Senior Program Management Specialist at USAID, he directly managed a $500 million annual contribution to the World Bank-administered Afghanistan Reconstruction Trust Fund, that supported the design and implementation of PFM systems strengthening activities in Afghanistan throughout the national budget cycle.
In his earlier roles, Mr. Shinwari led the Fiscal Policy Unit at the Afghan Ministry of Finance, collaborating closely with the IMF and World Bank on macro-fiscal management. His influence extends globally, contributing to PFM reforms in Afghanistan, Sudan, Kyrgyz Republic, Bangladesh, Indonesia, Papua New Guinea, Fiji and the Solomon Islands. Mr. Shinwari's dynamic expertise positions him as a transformative figure, propelling sustainable economic growth worldwide. He feels strongly about the need to strengthen PFM systems in developing countries, so governments are able to deliver public services effectively with increased accountability and transparency.
