Larry McDonald

Deputy Assistant Secretary, US Department of Treasury, USA


Larry McDonaldis the Treasury Department’s Deputy Assistant Secretary for Technical Assistance Policy.  He oversees a program that provides technical assistance in public financial management and financial sector supervision to approximately 50 countries in Africa, Asia, Latin America, the Middle East, Central and Eastern Europe, and the Former Soviet Union.           

Previously, Mr. McDonald has served as Director for Middle East, North Africa and Central/South Asia, as Deputy Director for International Monetary Policy, and as an economist in a range of Treasury Department offices dealing with Sub-Saharan Africa, the International Monetary Fund, multilateral development banks, the World Trade Organization, and international investment.  From 1993 to 1996, he served as a trade and investment advisor to the Government of Albania, on detail from the Treasury Department. 

Prior to joining the Treasury Department in 1987, Mr. McDonald worked at the Organization for Economic Cooperation and Development (1983-86) on issues concerning international capital movements, trade in services, and development in the Sahel region of West Africa.

Mr. McDonald received a Master’s Degree from the Fletcher School of Law and Diplomacy at Tufts University and an undergraduate degree from Middlebury College.  He is married and has two children
