Manal Assir serves as the Revenue Performance Team Lead for the Public Financial Management and Administration (PFMA) project in Jordan, which is funded by the United States Agency for International Development (USAID). With over 30 years of experience in the field of public sector and fiscal reforms, Manal has led various Government reform programs across a spectrum of modernization areas. As a seasoned fiscal reform expert, she possesses a comprehensive understanding of the requirements of both public and private sectors within the strategic and operational framework of reform endeavors, modernization projects, and business transformation initiatives.
Having collaborated extensively with international organizations and donors, Manal has spearheaded reform programs in more than twenty countries. Notably, she has served as the revenue administration advisor for the Middle East Technical Assistance Center (METAC) of the International Monetary Fund (IMF) and has engaged with organizations such as the World Bank (WB), the United Nations (UN), the European Union (EU), and various international donors to execute public fiscal reform programs. Her efforts have aimed at modernizing fiscal regimes and collection schemes, providing counseling, and offering technical advice and guidance throughout the design and rollout phases of core reforms and transformational changes.
Within her current role in the PFMA project supported by USAID, Manal leads a team comprising local and international advisors. Their focus is on implementing fiscal reform activities, particularly emphasizing revenue mobilization and optimization across key institutions such as the Ministry of Finance (MoF), the Income and Sales Tax Department (ISTD), the Customs Department (CD), and the Department of Land and Surveys (DLS). Through Manal’s leadership, PFMA aims to enhance the performance and efficiency of the Jordanian revenue system. This involves building the capacity of the Ministry of Finance and other government institutions in Jordan to modernize revenue collection systems, promote compliance, facilitate taxpayer obligations, and enhance institutional and operational performance.
