Luyen D. Tran is the Deputy Assistant Secretary for Technical Assistance at the U.S. Department of the Treasury. In this role, he serves as the principal advisor to the Assistant Secretary for International Trade and Development on issues related to Treasury’s technical assistance programs with emerging markets and developing countries. Prior to his appointment in 2024, he served as the Chief Development Impact Officer at the International Finance Corporation (IFC) where he co-developed and oversaw the implementation of IFC’s impact management framework. Prior to IFC, he was the Alternate U.S. Director at the European Bank for Reconstruction and Development and served in a variety of positions at the U.S. Treasury, including Director of the Middle East and North Africa Office, Director of the Western Hemisphere Office, and Deputy Director of the East Asia Office. He got his professional start working for several commercial banks in New York. He holds a Master in Public Policy degree from the Harvard Kennedy School and a Bachelor of Science in Economics degree from the University of Pennsylvania’s Wharton School of Business.
