Tony Hegarty is the Former Chief Financial Management Officer and Head of the Financial Management Sector Board of the World Bank.  Prior to retiring from the Bank, Tony was:

  • Co-Chair of the OECD-DAC Joint Venture on Public Financial Management.
  • Co-Chair of the OECD-DAC Task Force on Public Financial Management.
  • Co-Chair of the INTOSAI-Donors Steering Committee.
  • Co-Chair of the IFAC-Donors Steering Committee.
  • Member of IFAC’s Developing Nations Committee. 
  • Chair of the Multilateral Development Banks (MDBs) Group on Financial Management.
  • Chair/Member of the Multi-Donor Public Expenditure and Financial Accountability (PEFA) Steering Committee.
  • Member of World Bank’s Public Sector Governance Board.
  • Member of Vice-President’s Leadership Team for World Bank Operations Policy and Country Services (OPCS).

Prior to joining the World Bank, Tony held senior positions with KPMG in public auditing and management consulting; he was also Country Director of highly successful government and donor funded projects in Lesotho (Irish Aid), Zambia (EU) and Botswana (DFID).

Since retiring from the World Bank Group:
  • Tony has been Senior Advisor on International Development.  Engagements have included: USAID, Department of Foreign Affairs (Ireland), Inter-American Development Bank, KPMG and Ministry of Finance (Saudi Arabia), World Bank Group, Millennium Challenge Corporation, Institute of Chartered Accountants of England and Wales and the Pan African Federation of Accountants (PAFA).
  • He facilitated historic MOUs between USAID and IMF, between USAID and GAO, and between the World Bank and GAO.
  • He also served as a member of several Advisory Boards including: ICGFM, GAO’s Center for Audit Excellence, Global Digital Asset & Cryptocurrency Association, Department of Foreign Affairs, Ireland, Public Finance International Advisory Panel (CIPFA, UK).

 Tony’s professional qualifications and awards include:

  • Primary and Post-graduate degrees in business studies.
  • Member of several UK Professional Accountancy Bodies (ICAEW, ACCA and CIPFA) as well as Chartered Accountants Ireland.
  • Winner of many student scholarships and prizes including: first place in undergraduate class and first place in Ireland in the ITT International Fellowship.
  • World Bank:  President Award for Excellence (J. Wolfensohn); President Award for Diversity and Leadership (R. Zoellick); Vice President Team Award for Busan High Level Forum on Aid Effectiveness (J. von Amsberg, Operations); Vice President Leadership Award (C. Madavo, Africa).
  • Honorary Tribal Chief in Nigeria in recognition of contributions to the financial management agenda on the recommendation of the Institute of Chartered Accountants of Nigeria.
