Ms. Matveeva joined the Ministry of Finance of the Republic of Moldova in 1996. In November 2006, Elena was appointed Head of Public Debt Department and, in July 2023, was appointed Head of Public Debt and External Assistance General Directorate.

She previously served as a Deputy Head of the Capital Market Monitoring Division and managed a wide spectrum of activities including: banking, licenses, privatization of public assets, and SME development.  Ms. Matveeva also serves as Director for the Republic of Moldova in the Black See Trade and Development Bank.

Elena has deep knowledge in the areas of government ‘state’ securities, investment projects financed by external creditors and donors, financial and credit markets, and, negotiating with the external creditor and donor institutions including:  IMF, World Bank, EBRD, EIB, JICA, etc.
